H-1B Specialty Occupation Request E-Forms Available in the MyISSS Departmental Services Portal

ISSS launched the H-1BSpecialty OccupationRequest e-forms in theMyISSS Departmental Services Portal for Department Administrators who submit H-1B Requests.

  • The current DocuSign versions of the H-1B request form will not be accepted after March 1, 2026.
  • ISSS will provide an overview of the MyISSS Departmental Services Portal on Wednesday, January 21, 2026, from 11 a.m. to noon (mountain time). Departments will receive an email with information about joining the Zoom session.

Credit Card Payment of USCIS Filing Fees

Effective October 29, 2025, USCIS will only accept for USCIS filing fees.  A will be used to pay the . 

  • ISSS staff will schedule a brief Teams/Zoom call with a sponsoring department staff member with a P-Card at the time of submitting the USCIS petition online.
  • ISSS will email a confirmation/receipt to the P-Card holder for reconciliation purposes.
    • The P-Card holder will be responsible for the Concur reporting for the transaction.

Late in the day on Sept. 19, 2025, President Trump signed a instituting new entry restrictions on H-1B specialty occupation workers. Under this proclamation, in certain circumstances, approval of H-1B petitions, entry into the United States in H-1B status, and issuance of H-1B visas are prohibited unless the employer pays a $100,000 fee per individual petition.

Export Controls Processing Times

The Office of Export Controls (OEC) requires 5-8 weeks to review all visa Export Control clearances for visa applications.

  • Keep this in mind when submitting initial, extension, and amendment requests for DS-2019 forms (J-1 visas) and H-1B filings.
    • DS-2019 requests should be submitted 3-4 months prior to the requested start date.
    • H-1B requestsshould be submitted 6 months prior to the requested start date.

H-1B Visa/Status Request Process

The DocuSign-based features enhanced security measures and has a workflow built into it that will help streamline the H-1B visa/status request process. Based on how previous questions in the form are answered, the department and H-1B applicant will be prompted to enter information in required fields and to upload required documentation. After completing all requirements, the signer will have to click on "Finish" in the upper right corner in order for the document to be sent to the next signer. All parties involved in the H-1B visa/status request process will sign the form electronically through DocuSign and will be emailed a copy of the completed request (via DocuSign).

After accessing the form, you will be required to enter the name and email address of the following individuals involved in the H-1B request process:

  • Hiring/Sponsoring Department Staff Preparing the Request (e.g., hiring/sponsoring department administrator, H-1B beneficiary's supervisor)
  • H-1B Applicant/Beneficiary (i.e., the person hired by the department who will be the beneficiary of the H-1B petition)
  • H-1B Beneficiary's Direct Supervisor
  • Hiring/Sponsoring Department/Unit Chair/Director

All H-1B scholars must have an HCM record and MyISSS profile before a H-1B Specialty Occupation Request can be initiated in the .

H-1B Specialty Occupation Request Checklist

  • Collect required information for HCM record.
  • Determine whether the scholar .
    • Use the Transaction Launch page as the platform for searches; it supersedes row level security, department, and campus limitations to allow HCM searches of the entire university, and allows searches by partial data, which makes them much more powerful.
    • Duplicate records can cause failures in online hiring steps, create tax compliance issues, and may lead to issues accessing university portals (e.g., MyISSS Student/Scholar portal, MyCUinfo).
  • Create or update HCM record for the scholar. Contact the HR Service Center (HRSC) for assistance.
    • If the scholar already has a record in HCM:
      • Update the HCM record as necessary (, ,
        , ).
        • Departments that are HRSC-supported:
          • Submit a request to the HRSC to update the HCM record.
          • Provide the scholary's first and last name, employee ID, sponsoring department, sponsor's position number, and specific record update request.
        • Departments that are not HRSC-supported:
          • Update the HCM record.
          • Contact the HRSC with questions or for assistance.
    • If the scholar is already affiliated with the University of Colorado/CU system (previous student
      or scholar program) and did not previously have an Employee ID:
      • Email the H-1B scholar’s name, University ID from the previous program, and Employee ID from
        the new HCM record to the ISSS advisor assigned to your department as soon as it is generated so
        ISSS can add it to their MyISSS profile.
      • The H-1B Specialty Occupation Request cannot be initiated until ISSS adds the Employee ID
        to the scholar's MyISSS record.

MyISSS Departmental Services Portal

  • MyISSS Departmental Services Portal Resources
  • You must be on campus or connected to the VPN.
  • FireFox is the recommended browser (e.g., not Chrome, not Internet Explorer).
    • Log in with your IdentiKey to launch the Departmental Services portal or request access to the portal.
      • For new departmental services access requests: After completing IdentiKey authentication, there is an option to request department access. Requesting access here will send an email to ISSS. ISSS provisions MyISSS portal accounts based on this process.
  • If departing a position or changing departments, contact the ISSS advisor assigned to your department so your access can be updated.

MyISSS Profile

If the H-1B scholar does not already have a CU affiliation and MyISSS profile:

  • Submit the Add New Person e-form.
    • Do not submit an Add New Person e-form for individuals already affiliated with the University of Colorado/ CU system through a previous student or scholar program as they should already have a MyISSS record.
    • Direct questions about whether or not a MyISSS record exists for a scholar to the ISSS advisor assigned to your department or institute.

Initiate the H-1B Specialty Occupation Request e-form group.

  • You will need the H-1B scholar’s Employee ID number and date of birth to initiate the request.
  • You will need their current email address to share e-forms with them later in the request process.

    • Review regulatory responsibilities for employing an H-1B specialty occupation worker and attest you will uphold these responsibilities.

    • Click on the e-form link to open it. Enter the H-1B scholar's supervisor’s name and email address to send the e-form to the supervisor.
  • Departmental Responsibilities & Attestation (Department Chair/Director)
    • Click on the e-form link to open it. Enter the department chairperson/director’s name and email address to send the e-form to them.

H-1B Beneficiary E-Forms

Open the H-1B Beneficiary Biographical Informatione-form and click on the “Give the Client Access to Complete this Section” link at the top of the e-form (under the e-form title and H-1B beneficiary employee ID and name).

  • Enter the H-1B beneficiary's email address to send the H-1B Beneficiary e-forms to the H-1B beneficiary to complete.
    • H-1B Beneficiary Biographical Information, H-1B Beneficiary Academic Background, H-1B Beneficiary Current U.S. Immigration Status, H-1B Beneficiary U.S. Immigration History, and H-1B Beneficiary Attestation
      • The department cannot submit these e-forms on the H-1B beneficiary's behalf as the attestations are relevant to the H-1B beneficiary and the H-1B beneficiary must attest to them.

Department Administrator: Final E-Form in the Submission

  • Visa Export Controls/License Certification
    • You must upload visa export controls documentation in the e-form.
      • Do NOT submit this e-form until all prior e-forms in the H-1B Specialty Occupation Request have been submitted including e-forms that are completed by the H-1B scholar.
        • Submitting this e-form prior to the submission of all the other e-forms in the Request will result in a processing delay.

Dependents

Immigration law must always take family into consideration. When an incoming scholar is applying for a change of status or H-1B Consular Notification, the status of family members must be considered as well.

It is possible for a scholar in H-1B status to have his/her family (spouse and children) in the dependent H-4 status. H-4 applications are the responsibility of the H-1B scholar and their dependents. Questions related to the H-4 application should be directed to an immigration attorney or .

Please note that in most instances people in H-4 status cannot be employed while in the United States. Since it is often the case that the spouse is a professional in his/her own right, care should be taken in making plans for the dependents’ status. If the H-1B temporary worker is in the United States with dependents, the dependents must apply for either extension of their H-4 status or change of their current status to H-4 status when the H-1B principal applies for either extension of status or change of status. Additional fees are charged for these dependent applications. Review for further information on the H-1 application form (I-539/I-539A).

Immigrant Status

All international scholars who come to the university on regular tenure-track faculty appointments must eventually obtain immigrant or permanent resident status.

Unfortunately, permanent residency may not be easy to obtain, requires much lead time and, in some cases, is simply not available. In many (but not all) cases, it is necessary to secure H-1B status as a bridge to permanent residence. Please note that in most cases a scholar can only be in H-1B status for six years. Consult ISSS for more information in such cases. In negotiating with international scholars for positions as permanent faculty or researchers, departments must always keep in mind the delays and difficulties of obtaining immigrant status. It is important not to make promises that the university cannot keep. We urge hiring departments to contact us during the hiring process rather than after decisions have been made.

Interviews for new faculty are complex and delicate. They involve many considerations—some scholarly, some legal, and some concerned with research issues. Immigration matters need some attention in this setting if the department is contemplating an international hire. The easiest way to accomplish this is to offer anyone you are interviewing the option of scheduling some time with an advisor in ISSS. This allows the potential hire to ask questions and to discover the level of immigration services we offer. It also allows the hiring faculty to concentrate on matters other than immigration, and protects the university from making costly immigration errors.
